STATUS: Internal Notice

Several recently recovered files have been determined to be incomplete.

Personnel are reminded that file incompleteness is not uncommon and should not be treated as evidence of tampering.

A record may be considered incomplete if:

  • Portions of the original documentation are missing.
  • Supporting evidence cannot be located.
  • Recovery dates cannot be verified.
  • Witness statements reference unavailable materials.
  • File contents indicate the existence of related records that have not been recovered.

Under no circumstances should Archive personnel create replacement material for missing sections.

Placeholder text is prohibited.

Speculation is prohibited.

Reconstruction is prohibited.

The absence of information is itself part of the record.

Files that appear to reference unavailable records should be marked accordingly and retained.

Personnel are reminded that the Archive preserves what is recovered, not what is expected.
